Local political leaders bought luxury cars amid the sea of squalor endured by residents, as Gauteng Premier Panyaza Lesufi conceded that 10 of the province’s 11 municipalities were dysfunctional. 

On Friday, Lesufi spoke during President Cyril Ramaphosa’s oversight visit to the Emfuleni Local Municipality.

The municipality owed Eskom, as of November last year, more than R5.3 billion and scored a paltry 0% for safe drinking water. This was revealed by the Blue Drop Watch report, which was released in June, and compiled by the Department of Water and Sanitation.
