With the ANC in decline a national coalition government is on the cards. Ebrahim Harvey argues this will provide a sounding board for testing various modalities of governance and for finding feasible policies and practical arrangements for a totally new form of governance. 

South African politics will fundamentally shift again after the 29 May national and provincial elections. 

We have seen significant electoral shifts before, like when the ruling ANC lost Gauteng, the powerhouse of production and nerve-centre of the economy, in both the 2016 and 2021 local government elections, as we did when they declined to 57% in the 2019 national elections.
