The Charles B. Rangel International Affairs Summer Enrichment Program is a unique opportunity for undergraduate students to delve into international affairs, discover potential career paths, and acquire the knowledge and skills to pursue their ambitions. The program, often referred to as the “Rangel Scholars” program, selects outstanding students from across the United States each year. It actively encourages applications from underrepresented minority groups, women, and individuals with financial need. Participants live at Howard University, attend classes, and engage with foreign affairs professionals in Washington, D.C. and beyond.
Program Components
The program consists of two main components:
- Academics: To prepare participants for careers in international affairs, the program offers two courses and a seminar:
- History of U.S. Foreign Relations: This course explores major events and themes in U.S. foreign relations and their global impacts.
- Political Economy: A comprehensive review of the U.S. economy and current international economic topics.
Additionally, a non-credit writing seminar refines participants’ ability to draft documents essential for international affairs careers.
- Outside Activities: Rangel Scholars interact with government and non-government professionals, gaining insights into international policy issues and career possibilities. They meet with prominent figures, including former Secretary of State Rice and Congressman Rangel.
Financial Support
The program covers tuition, travel, housing, and two daily meals. Scholars also receive a stipend of $3,300.
Eligibility Requirements
Applicants must be full-time undergraduate students with sophomore status or higher, a GPA of at least 3.2, and U.S. citizenship.

Application Process
To apply for the 2024 Summer Enrichment Program, complete the online application by February 6, 2024, 11:59 pm EST. Your application should include:
- Background information, work and volunteer experiences, international experiences, and honors and awards.
- An interest statement (500 words or less) explaining your interest in international affairs and how this program supports your goals.
- An impact statement (350 words or less) describing your commitment to sharing program experiences with your community.
- A statement (400 words or less) detailing your financial need for the program.
Transcripts, proof of Spring 2024 registration, U.S. citizenship proof, and two letters of recommendation are also required.
Selection Process
Experienced professionals in foreign affairs and academia assess applications. Notification of acceptance is expected by spring 2024.
